The 23rd session of the International Seabed Authority (ISA) is now in progress at the Jamaica Conference Centre – the Authority’s headquarters. The 23rd session of the International Seabed Authority (ISA) is now in progress at the Jamaica Conference Centre – the Authority’s headquarters.

The General Assembly and Council of the Authority yesterday elected their Presidents and regional Vice Presidents.  Mr. Eugénio Muianga of Mozambique, was elected President of the Assembly and Mr. Ariel Fernandez of Argentina, President of the Council.

His Excellency Michael Lodge presided over his first meeting as Secretary General of the Authority.

Matters to be discussed during this session include:

  1. The review of the Authority’s operations pursuant to its mandate;
  2. Examination of the Exploitation Regulations by the Legal and Technical Commission Jamaica’s delegation is led by Senator the Honourable Kamina Johnson Smith, Minister of Foreign Affairs and Foreign Trade, who will present the National Statement on August 16th.

Secretary General Lodge’s report will precede that of the Minster on August 15. In December 1982, 119 countries signed the UN Convention on the Law of the Sea (UNCLOS) in Montego Bay Jamaica. This represented the largest number of signatories to a UN Convention, only recently surpassed by the October 2016 Paris Agreement on the UN Framework Convention on Climate Change, which had 195 signatories The decision was taken to establish the International Seabed Authority, headquartered in Kingston, in 1984 making Jamaica the first and only developing country to host an international organisation.
