Rum

The liberalization of the rum tariff was set in place in 1997 by the zero for zero Agreement between the EU and the USA, and was carefully designed to give the ACP Caribbean rum producers time (in conjunction with the EDF Programme) to become competitive. The liberalization process since then has however progressed at an intense pace.

The Jamaica Rum and Spirits Trade Association, which represents the various rum/spirits companies in Jamaica, is a member of the West Indies Rum and Spirits Producers Association (WIRSPA) Inc., which promotes the development of Caribbean rum as a premium category. WIRSPA is involved in trade facilitation, advocacy and other activities in the promotion of Caribbean Rum.

Recent Developments on Rum

The ACP/EU Integrated Rum Programme, which expired in March 2010, has been earmarked to continue receiving funding under the Regional Indicative Programme (CRIP) specifically, the EPA Capacity Building Programme. This was necessary as there was no legal basis for a second extension of the Rum Programme under the 8th EDF.
