Return and Reintegration of Qualified Jamaican Nationals for Development
In 1994 the Government of Jamaica in collaboration with the European Union and the International Organization for Migration (IOM), implemented a Programme to encourage highly skilled nationals residing abroad to return to Jamaica to the country’s development initiatives and programmes.
The Programme was conducted in two phases. Its objective was to facilitate the return of forty (40) qualified professionals over a two and a half year period from 1st February 1994 to 31st January 1996. Due to the overwhelming response, the programme was extended to June 1998.
A total of sixty (63) professionals was recruited from a wide range of professions including chemical, civil, electrical and mechanical engineers, avionics, chemists, therapists, pathologists, information and communication specialists, agricultural specialists and policy analysts.
