Returning Residents Programme
In 1993 the Government of Jamaica established a Charter for Long Term Returning Residents. The Charter was intended to facilitate Jamaicans returning home to retire, work or invest. Within the framework of the Charter, the Government implemented a number of measures designed to streamline the processes and simplify the bureaucratic procedures. Additionally, duty concessions were granted to Returning Residents on the importation of personal and household effects and tools of trade. The Charter also grants concessions for students returning from study abroad for more than one year but less than 3 years.
The provisions of the Charter included:
- Review of statutory provisions relating to matters such as eligibility for concessions and importation of personal and household effects and tools of trade.
- Standardisation of the procedures relating to matters such as the importation of motor vehicles.
- Provision of adequate and current information to Returning Residents on the procedures and process for resettlement.
The Returning Residents Unit, which was established in the Ministry of Foreign Affairs and Foreign Trade to administer the Returning Residents Programme subsequently, was upgraded to a Department in 1998.
