Senator the Honourable Kamina Johnson Smith, Minister of Foreign Affairs and Foreign Trade is leading Jamaica’s delegation to the 118th Session of the Council of Ministers of the Organization of African, Caribbean and Pacific States (OACPS), which began today in Brussels, Belgium.

This Session of the Council is of particular significance given the decisions it is expected to take on the financial situation of the Organization, and the recommendation to be put to the Summit of Head towards the election of a new Secretary-General. Jamaica also serves as a member of the Bureau of the Council, which provides vital support to the work of the Council and makes policy recommendations in advance of Council meetings.

“It was important for Jamaica to be present, not only because we are a member of the Troika as outgoing President of Council, but this Session is expected to advance reforms and improvements to the Organization’s governance, operational efficiency and financial
accountability discussed under our Chairmanship, with a view to ensuring the OACPS remains responsive to the needs of its members. We also look forward to addressing the selection process for the appointment of a new Secretary-General and hope to adopt key decisions in respect of the OACPS’ strategic direction”, said Minister Johnson Smith.

Minister Johnson Smith recalled her chairmanship of the 117th Session this July, which facilitated discussions on strategies to enhance the OACPS’ global impact in light of resource constraints. She affirmed her expectations that the 118th Session would advance the continuous review of the Organization’s operations, as well as the implementation of its partnership framework with the European Union (EU) aimed at strengthening collaboration in areas such as sustainable development,
trade and climate resilience.

“Jamaica’s participation underscores our commitment to regional and multilateral
cooperation. This Council Meeting provides an opportunity for member states to engage in high-level dialogue, ensuring the OACPS remains a unified and influential voice on the global stage”, concluded Johnson Smith.

The Council of Ministers is the primary decision-making body of the OACPS, which comprises 79 Member States across Africa, the Caribbean and the Pacific. The OACPS also plays a critical role in addressing issues such as sustainable development, poverty reduction and economic integration. While in Brussels, Minister Johnson Smith will also hold talks with high-level members of the European Commission including the EU’s newly appointed Commissioner for International Partnerships, Jozef Síkela, as well as members the European Parliament.
