Jamaica and the CARICOM Single Market and Economy (CSME)

Jamaica is a party to the Revised Treaty and has enacted legislation to bring the provisions of the Treaty and the CSME Regime into full effect in domestic law. The CSME is built on five (5) core regimes namely: the right of establishment (establishing businesses in other CSME jurisdictions), movement of goods, movement of services, movement of capital and community nationals ( skills and hassle-free travel) and movement of capital.

Jamaica began its implementation of the CARICOM Single Market and Economy (CSME) Regime in January 2006.
Jamaica has passed legislation including the Caribbean Community (Free Movement of Skilled Persons Act) which provides for the movement of skills in ten (10) categories. As a result, there will is no need for CARICOM nationals to apply for work permits in these specified areas. Outside of these, work permits are required. The ten categories are:

  • Graduates of all recognized Universities of the World
  • Artistes
  • Musicians
  • Sportspersons
  • Media Workers
  • Nurses
  • Teachers
  • Artisans with Caribbean Vocational Qualifications ( such as those issued by Heart Trust/NTA)
  • Holders of Associate Degrees of comparable qualifications
  • Domestic Workers with a Caribbean Vocational Qualification (CVQ)

Jamaicans falling within the categories above may apply for Skills Certificates at the  Ministry of Labour and Social Security Website
