Regarding Our Jamaican Students In Ukraine

Minister of Foreign Affairs and Foreign Trade, Sen. the Hon Kamina Johnson Smith is advising that the Ministry has noted that an increasing number of countries have issued advisories encouraging their nationals to depart Ukraine by commercial or private means in advance of any further escalation of tension.  The Ministry is assuring the public that it continues to engage with partners to ensure it has the clearest facts available and is aware of the rapidly changing circumstances in the region.

Minister Johnson Smith said, “We recognize that students are concerned about their studies as the semester re-started on Monday, February 7th, and we have continued to make enquiries as to the provisions that may be made by universities for students who may need to leave due to circumstances beyond their control.  Our most recent feedback from the University at which most of our students are registered, is that calm continuation of education is advised, but that as circumstances change, the students will be notified of any adjustments in timetable and modality of study.  In light of the increasing number of countries which have today issued advisories to their nationals, the Ministry is encouraging students to make arrangements to travel quickly if circumstances change, including monitoring flight availability and ensuring their Jamaican travel documents are in order. Our Embassy in Berlin remains available for consultations on individual emergency needs and concerns.”

“Having advised them earlier this week that they can return home through Germany without a visa once their transit is less than 24 hours, and knowing that there are four (4) flights between Germany and Jamaica each week, we are reminding them to assess their personal circumstances and to let the Embassy in Berlin know their decision to stay or travel, so that we may provide consular assistance if necessary.“

The Minister further advised that the Embassy continues to engage with the students and their representative, the latter having indicated that all students have resumed their second semester. The Ministry’s most recent report (Saturday) is that students have been attending classes, four students have decided to leave, one new student has just arrived, and that although there are peaceful protests in Kharkiv against the conflict, thus far, life has continued as normal, for the most part.

The Ministry is reminding that circumstances can change rapidly in a highly charged geopolitical environment and believes the students’ personal safety and security must remain paramount.  We remain hopeful that diplomatic efforts will yield a de-escalation of tensions.
