COORDINATION AND CONSULTATIONS AT THE NATIONAL LEVEL:

The formulation of Jamaica’s foreign trade policy and coordination of its implementation falls within the  purview of the Ministry of Foreign Affairs and Foreign Trade and several other Ministries, Departments and Agencies namely the Ministries of Industry, Commerce, Science and Technology, Agriculture; Finance and Planning; Office of the Prime Minister; Tourism and Culture; Jamaica Promotions Corporation (JAMPRO); Planning Institute of Jamaica (PIOJ), Trade Board; and the Attorney General’s Department.

The Foreign Trade Department also works closely with the Statistical Institute of Jamaica (STATIN), the Bureau of Standards, the Jamaica Customs Department, the Anti-dumping and Subsidies Commission, the Jamaica Intellectual Property Office (JIPO), the Fair Trading Commission and the National Commission on Science and Technology (NCST).

The private sector, particularly through its umbrella organizations, also plays a pivotal role in the formulation of foreign trade policy. In recognition of the sector’s central role in economic growth and development, the Ministry places great emphasis on its partnership with this sector not only in formulating trade policy but also in implementing policy and in the negotiation of trade agreements. The civil society organizations are also being incorporated in the formulation of foreign trade policy.

The primary consultations and coordination mechanism between the public and private sector is the Jamaica Trade and Adjustment Team (JTAT). The Trade Coordinating and Policy Committee(TCPC) which existed between 1992 and 2001, was replaced by the Jamaica Trade Adjustment Team (JTAT) in February 2001. JTAT was established to deepen and widen the consultative process in light of the pending WTO Doha Round of negotiations, the FTAA and negotiations with the EU.
